Luna Warns
Player warning system, now backed by the TSO backend for storage, escalation and ban enforcement.

Issues, lists and revokes player warnings through Luna API’s backend-owned endpoints while preserving its original function names and callback contracts so callers — commands, network handlers, the client tab, luna-chat’s auto-warn — needed no changes. Access is gated by CAMI privileges, with issuing and revoking held to separate permission levels.
