Luna Suggestions

Suggestions, votes and comments are backend-owned; this module fetches the newest open suggestions on boot/reconnect and keeps that list live via websocket events, while fetching full detail (body, comments, the viewer’s own vote) on demand. Cooldowns, profanity filtering and CAMI permission checks are enforced locally, with backend responses classified into cooldown/verbatim-error/generic-failure buckets for player-facing messaging.
