Luna Settings

Provides a single RegisterSetting API other modules use to add entries to the settings UI, normalizing each entry’s type, ordering and numeric bounds — e.g. clamping a toggle to 0..1 while leaving a keybind’s raw KEY_* value untouched — so the engine never mis-clamps a convar. Pure validation logic, kept engine-call-free so it’s directly unit testable.
